Policymakers need numbers

Accepting that our societies are big and complex, policymakers need to base their decisions on quantifiable data. This applies under the current policymaking system, and would also apply in a Social Policy Bond regime. It poses serious problems in trying to measure societal well-being, but fortunately more and more indicators of elements of well-being are becoming quantifiable. This story is about a new electronic nose that can sense and monitor low concentrations of gases and odours.
