Accepting that our societies are big and complex, policymakers need to base their decisions on quantifiable data. This applies under the current policymaking system, and would also apply in a Social Policy Bond regime. It poses serious problems in trying to measure societal well-being, but fortunately more and more indicators of elements of well-being are becoming quantifiable.
